Legislative Priorities
These priorities are set annually through a process that combines national association guidance, DMVA directives, and member-submitted resolutions, debated in committee and voted on by our membership.
Active priorities
No Tax on Military Pay
H.R. 6189 and its Senate companion S. 3246, the Service Members Tax Relief Act, would eliminate federal income tax on military pay for active duty and reserve component service members, including drill pay, annual training pay, ADSW and ADOS pay, bonuses, and special and incentive pays.
No Tax on Military Retirement Pay
H.R. 6190 and its Senate companion S. 1108, the Tax Cuts for Veterans Act of 2025, would eliminate federal income tax on military retirement pay and related benefits, including disability retirement pay, survivor benefits, and Combat-Related Special Compensation.
DMVA Budget Increase for Keystone Challenge Academy
Request for an additional $250,000 to fund the Keystone State Challenge Academy as part of the 2026/2027 Commonwealth budget.
Expanding the Disabled Veteran Property Tax Abatement Program
HB 1257 would exempt veterans rated 100% permanently and totally disabled (or compensated at that level) by the U.S. Department of Veterans Affairs from paying property taxes, with a local option for partial exemptions at lower disability ratings. The exemption extends to certain unmarried surviving spouses, including those of eligible veterans and service members who died in the line of duty, are prisoners of war, or are missing in action.
Personal Health Investment Tax Credit
SB 655 allows eligible Pennsylvania National Guard members and other service members to receive a tax credit for qualified physical fitness expenses, encouraging personal readiness and health. The bill amends the Pennsylvania Tax Reform Code to establish this new tax incentive.
TRICARE Reimbursement Grant Program
HB 2011 establishes a program administered by the department to provide grants to each eligible recipient for costs paid for individual coverage through the TRICARE Reserve Select program, for an immediate family member covered under TRICARE Reserve Select, or for premiums covering the TRICARE dental program. Awards grants up to $60 per month for the reimbursement of total premiums paid.
Improving National Guard Medical & Specialty Officer Incentives
HB 1102 expands existing incentive programs to include additional specialty branch officers. It extends the partial tuition reimbursement program to cover Guard service by U.S. Army JAG officers and chaplains, fine-tunes the list of eligible medical and health officers, and creates a tiered reimbursement structure based on educational attainment to offset the cost of advanced accreditation.
Amputee/Blind/Paralyzed Veterans Pension Increase
HB 1144 increases the monthly pension benefit for amputee, blind, and paralyzed veterans by $50 per month — from $150 to $200 per month.
Aligning Veteran Service Officer Funding with the Calendar Year
HB 2439 aligns the Veteran Service Officer (VSO) grant cycle with the calendar year. VSOs help veterans access critical benefits, but the current grant cycle is misaligned with the calendar year, creating budgeting and planning challenges that can disrupt services. Alignment lets organizations better manage funding, operate more efficiently, and deliver consistent, timely support across the Commonwealth.
National Guard Spouse Education Loan Repayment Act
Supports Pennsylvania National Guard families by allowing a Guard member's state education benefits to be applied toward repayment of a spouse's existing student loans.
